In 1963 when the first tunnel opened an undertaking was given that the tolls would be removed once the tunnel debt charges had been fully paid. This same undertaking was repeated when the second tunnel opened, and yet again for the bridge.

Now the debt has been fully paid, but the tunnel and its tolls have become yet another scheme to make motorists milch cows for the benefit of Thurrock and Kent councils.
