CCTV Crackdown in Havering Country Park

Cllr Mann and Havering Park Action member, Kevin Tonks were on hand this weekend to see how a new style CCTV vehicle can help against the fight of motor bikes and other anti-social behaviour.

The problems with bikes has been an issue for years, largely due to lack of decent funding in the park, however over the last 12 months, the local Havering Park Safer Neighbourhood Police Team have done a lot of work to combat some of the problems. Working with the Council the Team have been able to secure extra PCSO’s to work with the existing team.

With the introduction of the “Friends of Havering Country Park” group being set up by local residents and the increased Police presence, over the last 6 months, we have seen a marked difference with bike riders being prosecuting and the Police issuing confiscation orders for the bikes to be destroyed.

This weekend, saw a mobile CCTV van being operating by the Havering Park team on site around the park monitoring any anti social behaviour, the van was supplied by “DSSL Group” to the Havering Community safety Partnership.

Cllr Mann said “It is good news that the Police have been given the use of this vehicle to help combat the problems with bikes and anti-social behaviour in our park, the local SNT have done a great job, working with Council partners and local residents in cracking down on this issue”

Action member Kevin Tonks said “Havering Country Park is one of the best in the Borough, the mindless people who feel they can use it as there personal motor bike playground have no respect for local residents are the wildlife of the Park and deserve all the Police can throw at them”

Mayors Charity Dinner

Tonight, the Residents Association team went along to the Mayors Charity fund raising dinner, held at Maylands Golf Course, in Harold Wood. Cllr Georgina Galpin had chosen Age Concern-Havering as her charity for the year.

There were approx seventy people in attendance and a good night was had by all, we had a table of nine, and made the most of it. The evening was supported by the Residents Association with Councillors past and present in attendance. We had our own Cllr Andrew Mann and Mawneys Team, Graham & Karen Price, along with Joe Webster and Havering Park member, Kevin Tonks.

Also in attendance were R.A Cllr’s Ray Morgon, Mike Winter, June Alexander and Barbara Matthews. Past R.A Cllrs included Louise Sinclair, Owen Ware, the Camerons and the Lewis’s.

There was a distinct lake of Conservative members at the dinner, four Councillors and an odd M.P amongst them, not very supportive to Madam Mayor !

Friends of Havering Country park

Tonight saw the latest meeting of the "Friends of Havering Country Park", over 25 residents turned up for the monthly meeting at the Community Centre in Clockhouse Lane, it was good to see some new residents turn up after a leaflet drop to advertise the time and venue.

As usual we had the Havering Park Police SNT and James Rose from Havering Council's Parks Department in attendance, both Cllr Andrew Mann and Mawneys Action member Joe Webster were in attendance.

Lots of issues were discussed about the park, including the maintenance and cleaning of the park, along with how to spend the Capital provision the park was allocated last year.

Cllr Mann said "The group is going from strength, with lots of local residents joining up to try and help make improvements in the park, if you are interested in coming along or joining up, just drop me a line, details at top of the page"

Residents Drop in Surgery

Our latest Residents drop in surgery is being held this Saturday, the 19th January at our usual location of the Forest Row Centre in Lodge Lane, Collier Row, between 10.00 and 11.00, all you have to do is drop in, no need for an appointment.

Our Residents Association Councillor for Havering Park, Andrew Mann will be on hand along with Mawneys team Graham Price and Joe Webster to help with any issues you may have about havering Council, such as Housing, StreetCare, Council Tax, Education or any other matter that you may need help with.

CCTV Car's Top Ten !

In a question to the Cabinet Member for StreetCare (Cllr Tebbutt) at Full Council last week, Cllr Andy Mann was given the breakdown of the top ten spots for CCTV issued Parking Tickets in Havering.

Cllr Mann also asked about how many tickets had been issued in total, the answer comes to a mind boggling, 15,300 since the car started, which according to Cllr Mann’s sums, could net the Council over £1.7 million in a full year.

Victoria Road, Romford, is the top location for tickets issued by the CCTV parking enforcement vehicle this year, with the top ten looking like this.

BNP Councillor Resigns

Alan Bailey, the BNP Councillor for Gooshays Ward in Harold Hill, unexpectedly resigned this week from Havering Council, he has given his reason as moving to Coventry with his family, rather than actually being “Sent to Coventry” by the other 53 members on Havering Council.

In just under two years, since being elected in 2006, from memory, he has only spoken once, at last years budget meeting and it was for no more than 2 minutes, that’s all he has ever said in the Town Hall. As he is a party of one, he does not have any positions on any of the scrutiny committees either.

The Gooshays ward was a close run thing in May 2006 (click here for details) the BNP came top followed by two Conservatives, the three Labour candidates were just a few behind, with Labour’s Yve Cornell losing to Conservative Keith Wells on the toss of a coin as there vote was the same after four recounts.

No details have yet been published about the election timetable and date of the by-Election; however it will have to be started ASAP as it will affect the start of the London wide, GLA elections that kick off the second half of March.

Low Emission Zone

The Mayor of London, Ken Livingstone kicks of his latest scheme for London today, along with Transport for London (TfL) are introducing a low emission zone (LEZ) for vehicles to cover most of London (excluding the M25 corridor) from 4th February 2008.

It’s aimed at improving air quality standards in London which are currently amongst the worst in Europe. The LEZ will operate 24 hours a day, every day of the year. The scheme aims to encourage the use of vehicles with ‘cleaner’ engine technology (either modern vehicles designed to comply from ‘new’ or those ‘retro-fitted’ with equipment to reduce their harmful exhaust emissions) otherwise the operators will have to pay a charge of up to £200 each time they enter London.

The scheme is based on ‘Euro’ standards for vehicle exhaust emissions. Cameras on Havering's key road approaches to London such as the A12 and the A13 will check vehicle registration details against a database to see if the vehicle meets the right standards for emissions or is required to pay the daily charge. Large green signs have recently been installed alongside these routes about the LEZ.

The scheme will apply to older lorries, buses, coaches and mini buses, motor caravans and specialist vehicles such as horse boxes. It will not apply to cars and motorcycles. A small number of vehicles will be exempt from the LEZ and TfL have details of these types.

The scheme will have a phased introduction from next month beginning with the heaviest vehicles. At first, diesel-engined lorries of more than 12 tonnes will have to meet Euro lll emission standards to enter London free of charge.

From July 2008, vehicles in excess of 3.5 tonnes will also need to meet Euro III standards. Tougher requirements and a wider range of vehicles needing to comply will be introduced from 2010.

Cllr Mann said "Who knows if this will be a good thing for London, Ken said the same about the congestion charge, it was meant to cut the amount of traffic and increase the level of carbon in London, now that the charge for the congestion is £8 a day and has done nothing to improve air quality in London". "All I would say about Ken, is lets all be pleased that we have London Elections on the 1st of May, not long to go know".

Billboard Madness 2 !!!!!

Following a recent decision by the Tory Council to hawk is greenways and open spaces to the highest bidder for advertising hoardings, yet another illegal bill board has been built at the North Street / A12 Junction. This is the second time a hoarding has been built here since the Council announced its decision to sell of the space.

When the decision was made at the end of last year Councillor Mann said “This is another attempt by the Administration making a fast buck because it can not get its finances in order, the fact that they have overspent £5 million this year is no reason to go about covering every green space and road side green in the borough with a bill board, where will it end, Havering Village Green ? Hornchurch Stadium ? What about Bedfords Park ?

“This Borough is famed for its green and open space and the Tories seem heel bent on paving the lot over with flats and bill boards”

You did have to be quick however to catch the new sign though, it was built and then pulled down by the Council all within 3 days, it seems amazing that someone keeps building a bill board in this location.

The Council has now taken a formal report to Cabinet to agree to a £1/2 million contract with a private company to cover the Borough in bill boards, advertising hoardings and signs all over roundabouts.

The Decision was “Called In” by the Residents Association and it is now set to go before a special Overview & Scrutiny Committee next week to discuss why the decision was made and to ask about the reasons behind erecting billboards across the Borough.

Car Park Charges Begin

Over 3,500 people signed a petition in Collier Row objecting to car park charges being introduced to our Town Centre, if you add the other 16,000 from across the Borough, you get over 20,000 Havering Residents who objected to this terrible policy, so what does you Tory Council do, ignore the lot of them, they have not listened at all to what local people want.

On Monday, the wraps came off the car park signs and there it was for all to see, charging to park in our Town Centre car park, yes we know it maybe only be 20p for two hours, but how long will this stay at this level ?

Your Residents Association have been out and about in Collier Row over the last week, talking to hundreds of local people, almost everyone of them has been against introducing charges, they are all convinced, like us, that it is a bad move for Collier Row.

We will continue to object to these charges for Collier Row, there is no need to introduce them, it is all a money making exercise, we are aware of literature distributed by your M.P and Conservative Councillors suggesting they had no choice as it was down to Ken Livingstone and the Labour Government, what toffee, it is down to the overpaid Tory Cabinet members overspending budgets and not looking after the residents of Collier Row.

Forest Row Open Day

Yesterday saw the opening of the Forest Row Centre, in Lodge Lane, Collier Row, Havering Park Councillor Andrew Mann was on hand as one of the Charity Trustees overseeing the centre to show local residents around the building.

Approx 500 plus residents attended on the day, to take a guided tour and look over the facilities on offer, apart from a free cup of tea and a sandwich; there was the chance to see some of the user groups in action, from dance shows and gymnastic displays, to jive dancing and the Collier Row juniors Football Club.

Havering Mayor, Cllr Georgina Galpin was on hand to meet and greet visitors to the centre long with cutting the cake, pictured with the three Charity Trustees, Phil Butler, Jacky Taylor and Cllr Mann cutting the cake.

Cllr Mann, who was a former Forest Lodge Schoolboy, has spoken of his delight at the centre finally opening. He said “Ever since I was elected in 2002, I have been working with the committee of FLAC (Forest Lodge Activity Centre) and the Collier Row Junior Football club to make this centre happen; I have had probably 100 meetings with both, the committee, planners council officers, developers and local residents to achieve this dream”

Cllr Mann was rewarded for his involvement with both organisations as they become one, to for the Forest Row Centre, that has now been registered as a charity, and he has now become one of the three charity trustees to oversee the running of the centre during the duration of its 25 year lease.

As you would imagine, the open day was crawling with Conservative Councillors and even an M.P and his assistants, they have even produced a leaflet suggesting it was all down to the Conservative Council for building this centre.

So Cllr Mann has set the record straight he said “For over 5 years, ever since I was first elected in 2002, I have been involved with this project. I have attended hundreds of meetings in that time, yet Tory Councillor Geoff Starns has you believe, along with his new colleague Sandra Binion that they have built this centre, almost single handily, you would think they had laid the bricks themselves.

In those five years, Geoff Starns has not attended one single meeting at Forest Lodge, not one in over 5 years, you have to wonder how he has the front to claim credit for anything in Collier Row, let alone this centre, as for his accolade, Sandra Binion, she has popped her head into the centre about half a dozen times in 18 months”

That said, the centre is fantastic, it is all down to the hard work and dedication to a small band of people that run the old FLAC building and Collier Row Juniors, they deserve all the credit for the commitment to stick at it over the years, and now they have their reward.

Parking Charges Start this Monday

Havering Council’s worst kept secret is about to be uncovered this Monday, the 28th January 2008, with car park charges introduced in Rex Close car park, at the rear of Tesco’s in Collier Row.

This is one of a number of anti Town Centre Policies that your Tory Council has introduced in Collier Row. All five of your Tory Councillors for Collier Row have endorsed this policy. Furthermore, in the absence of any objection raised by your local M. P. Andrew Rosindell, we can only presume he also supports this Tory Council Policy

However, don’t think about not paying, as the Tories other anti Collier Row Policy will catch you ! The Tory controlled Council will send along its CCTV smart car which will be hiding in a corner to get you. This car has issued over 12,000 tickets in 6 months and is set to make £1.7 million in a full year.

Your Residents Association in Collier Row has hit out at the arrogance of the Tory Controlled Council in ignoring 3500 residents in Collier Row and 22,000 across the borough who signed petitions against the car park charges.

Havering Park Councillor, Andrew Mann said “Thousands of people signed our petition against these car park charges, hundreds of residents and shop workers will be affected by these charges, the policy is going to be detrimental to our Town Centre and will drive people further away to shop.


The Residents Association group on Havering Council have been against these proposals ever since they were first looked at last year, we have presented petitions to the Mayor of Havering with over 22,000 signatures, it seems unbelievable that the Administration could ignore all of those people”.

The charges will apply from 7am until 6pm, Monday through to Saturday, with a max 4 hour stay and no return allowed. It might only be 20p for 2 hours, but how long will this last; we all know this is only the beginning of the slippery slope to future price increases.

Only your Residents Association has spoken out and objected to this Car Parking Policy, we feel that the 3500 local people, who signed our petition last year, are being totally ignored by the Tory Council and Member of Parliament.

Forest Row Centre Open day

Homes in Havering lose out on Two Stars

Collier Row Councilor, Andrew Mann has spoken of his disappointment in Havering Council's "Arms Length Management Company" or ALMO, Homes in Havering, not being awarded its two stars by the Audit Commission, which now means that the Council will not be getting its £128 million to implement the Decent homes standards, HiH only achieved one star.

He said " With almost 1,500 Council tenants in Collier Row, this means a lot of disappointed residents living in Council properties, the Council is millions of pounds and years behind in its maintenance, and by Homes in Havering not getting its two stars, it means an even longer wait and to be honest, some of the Council stock can not wait that much longer as it is in a terrible state".

"The Council need to urgently look at why Homes in Havering did not get its two stars, they say they have improved in 20 out 0f 26 areas, but if that is the case, how can we only get one star, a lot more work needs to be done by our highly paid Cabinet Members in improving services to residents, why did the Tory Cabinet Members and HiH decide not to appeal ?".

He ended "Perhaps Cabinet Members should be on a performance pay scheme, i.e they only get paid if they provide results, at Havering our Cabinet Members are earning £42,000 a year for most of them a part time job, its about time they started delivering or go back to their day jobs"

Maintenance work at Gallows Corner

Transport for London has informed Havering Council that it will be carrying out major maintenance works and carriageway resurfacing on the A127 Gallows Corner flyover next month.

The works are planned to start on 15 February 2008 and allowing for seasonal weather, will last for for five weeks. In the interest of safety to all road users, the flyover structure will be closed throughout this period.

It is proposed that the works are carried out under full closure traffic management, meaning the roundabout and slip roads will have lane closures at certain times during off peak hours.

Holocaust Memorial Day Service

Havering’s annual Holocaust Memorial Day Service, will take place at 2pm this Sunday, the 27 January in Coronation Gardens, Main Road, Romford. The service is multi-faith and non-denominational and all are welcome to attend.

Holocaust Memorial Day marks the anniversary of the liberation of the Nazi concentration camp at Auschwitz-Birkenau. The Day commemorates the millions of lives lost in the Holocaust as a result of Nazi persecution and in more recent genocides. The event seeks to educate people about the Holocaust and to highlight its relevance to today’s generation.

A Council spokesman, said: "Genocides in our recent past in places such as Bosnia, Rwanda and Darfur, clearly show that the lessons of the Holocaust are as relevant today as they have ever been." For more information, visit the Holocaust Memorial Day Trust website: http://www.hmd.org.uk/

Forest Row Open Day

This Saturday (the 26th Jan) the Mayor of Havering will be opening the Forest Row Centre in Lodge Lane, Collier Row at 1pm. There will be an open day for local residents from 10.00am to 2.00pm, where you will be able to see some of the activities that go on in the centre, such as Karate, Dancing, Gym club, Pilate's, Collier Row Football Club and much more, a children's entertainer will also be on hand to keep everyone amused whilst looking round.

Local Havering Park Ward Councillor and Centre Trustee, Cllr Andrew Mann said "It would be fantastic if our local residents could drop in during the day, to have a cup of tea with us, whilst looking round the new £2 million centre, it has been built for the Residents of North Romford and i would very much like to see you all there on the day"

So, if you are not doing much on Saturday, just drop in between 10.00 and 2.00 and see what goes on, free refreshments are on hand throughout the day.

Friends of Havering Country park

I attended the “Friends of Havering Country Park” meeting last night, a good turnout of 20 plus residents who live near to or use the park were present. It is good to see such a committed bunch of residents working to improve the park.

Also presents were James Rose, the parks development officer and two of the Safer Neighbourhood Police team. We discussed lots of issues around the cleaning and maintenance of the park and funding issues, such as how to spend the capital allocation of £37k that the park has got for improvements.

We also spoke about future fundraising ideas and have agreed to go with a Quiz Night in April, more details to follow about that soon once confirmed.

CCTV Cameras for Collier Row

North Romford residents and the Collier Row & Mawneys Residents Association are celebrating after Havering Council has finally installed CCTV cameras in Collier Row Town Centre.

Following a campaign launched over 12 months ago, by the Collier Row & Mawneys Residents Association over 2000 local residents and shop keepers signed a petition calling on Havering Council to install CCTV in Collier Row town centre, which Cllr Andrew Mann presented to the Mayor of Havering at a Council meeting last year, shaming the Council into bringing forward a report to Cabinet outlining the plans.

Although only three cameras were proposed for locations around the shopping centre at a cost of approx £85k, Cllr Mann put up a case for this to be increased to four cameras, which means we now get far better coverage. The cameras are located at Collier Row Roundabout x 2 and two in Collier Row Lane, one outside the Library and the second opposite Ramsden Drive.

Cllr Mann has also recently visited the newly upgraded CCTV control room, to speak with staff and see how the new cameras will work, he said “this is a small price to pay for the provision of cameras in North Romford, our residents have felt vulnerable for to long, this will go some way to make people feel safer”.

During the last local elections, the Residents Association in Collier Row made the provision of CCTV for our Town one of its main priorities. With Romford Town Centre fully covered with cameras, Collier Row has gone without, to the detriment of its residents and shopkeepers.

Cllr Mann said “For to long, Collier Row has gone without, we have spent a lot of money on improving our Town Centre and we need to protect that asset, with the Police no longer issuing dispersal orders, those intent on causing trouble know that they can do so, without being caught”

He went on “Things have to change, it is wrong to demonise all youngsters, as only a small minority are intend on causing trouble, but we need better protection for our residents and shop keepers, Collier Row is a vibrant busy place, but a lot of people, in particular the elderly, do not like to go out in the dark”

During our campaign last year, members of the CRM Residents Association spent Saturday mornings in Collier Row talking with residents and collecting signatures. Thousands of people supported the petition, along with shopkeepers displaying posters and placing copies of the petition in their shops.

The Wording on the petition: With ever rising problems with anti social behavior and youth disorder, we the undersigned, call on Havering Council to install CCTV for Collier Row, not just the town centre, but to deal with known trouble spots across North Romford as a whole.

2008 has started

We are already a few days into 2008 and we same to have got off to a good start with our Winter / New Year newsletter almost delivered across the ward, 11,000 of our booklets are delivered to every house, flat, shop and building in Havering Park and Mawneys ward.

As we have been delivering leaflets this week, the postings to the web site have been a bit slow, so we will catch up a bit next week, however it has not stopped people reading the web site, last week from New Years Eve for the next seven days saw the highest amount of hits ever on the site with 272, which is great as it means more people are reading the site.
